HMOs and Hostels include
living accommodation where facilities such as kitchen, bathroom and WC are
shared by a number of occupants who otherwise live separately. The
definition of a HMO for the purposes of this guidance depends on the element
of self containment to the individual bedrooms or bedsits in a house or
building, and the degree to which individuals live together or separately.
Although HMOs can sometimes provide useful accommodation
for people who do not wish to or cannot afford to buy property, it is
desirable, wherever possible, to
upgrade the standard of accommodation to that of self
contained flats in the interests of health, safety and amenity for the
occupants. you may not need planning permission for this type of
alteration
